Watchmen: Who Watches the Watchmen?, also known as DC Heroes Role Playing Module #227: Who Watches the Watchmen?, is the first of the RPG books based on Watchmen, which are notable for being the only spinoffs Alan Moore ever directly contributed to. The plot centres around Captain Metropolis kidnapping the friends of the failed Crimebusters and framing Moloch the Mystic for the actions, in an effort to unite the Crimebusters once again.

In 1966, after the unsuccessful meeting of Crimebusters, Captain Metropolis is still convinced the world needs a team of Costumed Adventurers. During his investigations into the crime lord Moloch the Mystic, he discovered that Moloch has been donating money to radical protests groups to fund their efforts, thereby diverting the Police Force away from his own actvity. Metropolis believes this is a grand conspiracy and sees how it could work to his favour. He devises a scheme in which he pays mercenaries to kidnap people close to members of the Crimebusters and then frame Moloch for these actions, believing that the Crimebusters will unite and stay together after solving this mystery. To do so, he contacts the mercs using a voice distorter and goes by the moniker 'M'. Metropolis has been trying to track down and convict Mole Varrows for drug traffiking, but instead decides it would be beneficial to use him as a middle man. He asks Varrows to hire youth gangs to do some of the kidnappings, and African-American gangs to kidnap Hollis Mason, Sally Jupiter and his mother. To kidnap Wally Weaver, Metropolis hires Milton Sabino. After Varrows successfully arranges the kidnappings, Metropolis shoots him, implicating Moloch in the process. Jeffrey Iddings, a boy Rorschach rescued from a kidnapping has been kidnapped, as well as Cindy Radway, an actress who hooked up with the Comedian and Ben Charles, a police chief who cooperated with Ozymandias. The Crimebusters meet in Metropolis' home and discuss the kidnappings.[note 1] They agree to begin an investigation. First, they look into the kidnapping of Hollis Mason, former Nite Owl and friend of Dan Dreiberg. Investigating the crime scene, they discover there were at least 2 kidnappers and one was wearing a leather jacket. Next they look into Wally Weaver, friend of Jon Osterman. Because Weaver was kidnapped from a military base, Lt. Colonel Howard Morgenstein is already conducting an investigation. They are allowed in and interview PFC Newton Ramsey. Ramsey tells them two men in a truck kidnapped Weaver forcibly. The Crimebusters infer that 'the wound on Ramsey's head,... is a superficial abrasion and not a club-wound,... it does not look severe enough to have caused unconsciousness.'. Ramsey insists he is telling telling the truth and Morgenstein is upset that they would harass one of his soldiers, not allowing the Crimebusters to conduct any further interviews.
