Tojo is a Japanese explosives smuggler.
Biography[]
In January 1942, Tojo and his men were smuggling explosives when they were ambushed by the Comedian. Before he could learn where Tojo was shipping the explosives, FBI Agent Kaufax approached the Comedian and proposed recruiting him for government service.
