Happy Harry is the owner of Happy Harry's where Rorschach often visits while investigating the underworld. Harry seems to be afraid of Rorschach and his violent temperament, as seen when interrogating a man named Steve about Comedian's death.
Some days later, he and Nite Owl visited the bar again to find information about Roy Victor Chess.

Happy Harry's bowtie has two white spots, making it resemble a domino mask in the same was as those of two men in the Rafael's restaurant where Dan Drieberg and Laurie Juspeczyk are dining. These two men have long been rumored to be Captain Metropolis and Hooded Justice, having faked their deaths.
