The Eye Over Mars is a Trieu Industries' satellite that captured video footage of Doctor Manhattan on Mars. However, this was not really Manhattan, but rather a decoy version of himself he created and placed on Mars to perform certain tasks on a schedule to trick the human race into thinking they knew where he was to ensure he'd be left alone in his exploits.
