The Bikers were a gang that chose the Rumrunner and streets around it to be its territory.

When Nite Owl II and Rorschach arrived to find some information about Underboss, they see a trio of bikers attempting to assault a woman. They interfere, saving her, and then proceed to bust the whole gang on their way to the Rumrunner.
