Dr Manhattan is the only character who is explicitely shown to have superpowers. Ozymandias is able to catch a bullet, which is quite extraordinary, so you may debate whether or not he has superpowers too. In Doomsday clock, the Mime, one of the new characters from the "Watchmen universe", is shown to have some sort of superpowers but their nature, origin and extent have not been revealed yet.
Why cant other people get powers?, why is it just manhattan?
Actually, Alan Moore tried to give a "realistic" vibe to the Watchmen universe. As it is highly improbable that a nuclear accident would give someone superpowers, in this world it has happened only once. Also, the only person who really has superpowers (Dr Manhattan) is almost omnipotent.
This makes sense, actually : such things happen only once in history, but the guy who gets superpowers through a nucler accident practically becomes a god. In Doomsday clock when he travels to the DC Universe, Ozymandias notes that it's like the Dr Manhattan problem multiplied by one hundred.
If Mime (not a "Watchmen" characters, at least not a character from the original series, but still from the same universe) turns out to have real superpowers, that may change things. I don't know if we'll have an explanation about that in Doomsday clock, though. Maybe it's because the metahuman gene does not exist in the Watchmen universe, and travelling to the DC universe has somehow activated it in Mime ? We'll have to wait for Doomsday clock's final issue to see if we get an answer for that.

Apparently lindelof said only manhattan has powers in the upcoming show, ehh i have mixed feelings on that, on one hand yes its cool to have some uniqueness and not make watchmen just another superhero show but on the other i kinda like the superpower aspect so im just ehh
Maybe though they could at least introduce the more i guess realistic ways of obtaining powers like through steroids or cybernetic enhancements, i highly doubt aliens and magic curses exist in that world although im sure there is a god who made that world and that god not being manhattan
I wouldn't say that Dr Manhattan's power are "realistic" - it's still science fiction - but they are definitely science-based.
As for the process not being replicated : he got his powers by accident so perhaps it cannot be replicated at all, except by chance. Which may explain why he is the only one to have super powers in his world.
Actually, even though Dr Manhattan's powers cannot be called "realistic", Watchmen was trying to be a more realistic book than the typical DC books. The point was trying to show how superheroes would be in the real world : i.e., only one with real superpowers which are actually godlike, and all the other ones being "Batman"-like, street-level heroes (and some of them are actually more villains than heroes).
As for other experiments like cyborgs, etc : aparts from the innovations made possible by Dr Manhattan (most people have electric cars in the 1980s), science appears to be less developed in the Watchmen world than in the DC universe. Nite Owl and Ozymandias are the only ones to have super-technological equipment, and even that appears a bit limited compared to what you see in other books. At one point, Nite Owl explains that he tried to create an exoskeleton (a bit like Iron Man, I guess) but he only managed to break his arm. I guess that's also part of the effort to have more realistic action.
The Watchmen original series is more about the murder mystery, the conspiracy and the characters' psychologies than about the sci-fi action you see in most superheroes books. If everybody had amazing powers and equipment, I think that would be a distraction.
That's also why it's interesting to see the Watchmen guys meet and interact with the mainstream DC universe in Doomsday clock. It's a cool mix of conflicting styles (plus Dr Manhattan kicks everybody's ass at once !).
Idk, im in the minority that magic is just an enhanced form of science, i dont like to just dumb my brain down in order to accept sci fi fantasy
Idk, id at least like if people tried to replicate the experiment cause it would be a great opponent for him, i know manhattan isnt truly omnipotent, at least i dont think but he feels out of place there cause he could take out the bad guys and make the i guess modern watchmen look pointless
See, then i wouldnt call watchmen a superhero show, watchmen are just people who are at the peak of human condition although veidt catching that bullet, i have no idea if that is humanely possible, basically watchmen are just a group of batmans
All i know about the tech aspect in the upcoming show is cell phones and internet is banned, they have made that clear in interviews, why though?, i guess they dont want communication more easier
I agree, it would take away if they all had powers but i will find myself missing it as i watch the show

Well, we already have a Watchmen / DC Heroes crossover with the Doomsday clock comic. I don't know if this will ever translate to the TV shows, though.
Actually, in the Watchmen graphic novel superheroes are more commonly called "costumed adventurers". I think it's a way of implying that they are not actually "superheroes" (indeed, they are "a group of Batmans").
By the way, have you read Doomsday clock ? If you think that "magic is just an enhanced form of science", there is a scene in episode 9 that you should like.

Maybe you can want until the last issue comes out in december to read it, so you can read all the story in one sitting. If you're interested I'd recommend that you read before "DC : rebirth", "Batman/Flash : the Button" and possibly "Superman : the Oz effect", which are all teasers for "Doomsday clock".
I wonder if they'll ever make a crossover between the Watchmen tv show and the DC ones, à la Doomsday clock. It would be very interesting to see. They are including Mime and Marionette, two major characters introduced in Doomsday clock so that may be in the works!.
